The *tools* are 3.0.3 based, but the Xen hypervisor itself is 3.1.2 based.
You can verify that from "xm info" (xen major/minor/extra) and "xm dmesg".

Xen Hypervisor in RHEL5 is included in the kernel-xen rpms.
