The version of Xen you're running is too old. You'll need to upgrade to
a later version. I had this problem with Xen 3.1.x. I've recently
upgraded my infrastructure to Xen 3.4.1, running 64-bit Hypervisor +
64-bit dom0 + mixed 32-bit/64-bit domU's, with migration/save/restore
working perfectly.

The problem you're running into is with the userspace utilities xc_save
and xc_restore (fixed in later versions of Xen). If you run a 64-bit
Hypervisor with 32-bit dom0, then you'll only be able to
save/restore/migrate 32-bit domU's.... Trying this on 64-bit domU's will
fail in the same way you're experiencing now with your 32-bit domU's.
