I'm sure I have installed packages larger than 35MB with rpm. But of
course, Fedora is a "bleeding edge" distribution that contains a lot of
"newest" version of things, so that may be why it's broken there.. I use
FC4 and haven't noticed RPM being broken - are you sure it's not a
broken package (which shouldn't crash the app either, but we all know
that it's VERY hard to test EVERYTHING everywhere). 

Try giving mkinitrd a different fstab that contains no reference to LVM
in the root disk... (--fstab=file)
