For full virtualization like VT-I, guests still see 4 ring levels. Taking
Linux as guest here, guest kernel still runs at CPL0, with application
at CPL3.

Agree. And another possibility is some bogus code in Xen where
xenlinux is placed inconsistently some time. Just guess. :-)
