This is a general networking question rather that anything related to xen. I'd suggest posting to a forum for whatever distro your domU is as network config is slightly distro dependent.
The resolv.conf depends on the specific package set you have on the machine and the local networking config. For example, if you are using dhcp, it's set from dhclient. If you have some type network manager running, that will be the place to look. Use the package manager to see what package owns that file.
