Well with xen3.0.3 i was having the same problem when i was trying over FC6.
Yeh if you want a fast result and if host os is not a matter of concern then
i would suggest you to try out with openSuSe10.2 with included Xen version. 
After 1 month of troubleshooting, i tried out with SuSE10.2 and with 0 error
i was able to install win xp on top of it.
