are you using udev or hotplug? cat /proc/sys/kernel/hotplug
and pidof udevd should show you.

if it is udevd, make sure the xen rule file is in /etc/udev/rules.d/
and it is not the last rule. I linked it in as 92-xen-backend.rules
and now xen is working fine for me. earlier it didn't work as the
99-udevmonitor rule was before it and that caused trouble somehow.
