Distro builds get set up once, and will want to control the number of CPUs they build for anyway (rather than taking whatever we default to). A reason for such a change would be if a meaningful percentage of all systems Xen gets run on is that big, which I heavily doubt. In fact I think 256 is already too large as a default (and in my own patch set I routinely lower this to BITS_PER_LONG, having a separate 4095-CPU config that I actively test all the time).
