If this is the case then we need to consider that we may need to release
4.2.0 without this NUMA awareness unless we can find a simple
fix/bandaid soon. 

I don't want this freeze to drag on for weeks or months while we sort
this out.

I'd like to see a solution agreed and implemented ASAP or else we need
to seriously consider deferring the whole thing to 4.3 (perhaps with a
4.2.1 backport)
