This has been failing for ages -- is the bisector on the case?

The last tolerable fail (11891) had this as "fail blocked in 10764".
This was back on 5 Feb.

Could it be that changes to the heisenbug detector (e.g. to be more
sticky about the host) have turned this previously occasional failure
into an always fail?
