Not for PV guests at the moment.  There were patches around in the Xen 2 and 
early Xen 3 days, but they've not been merged.

It is possible to add options to an HVM config file in order to pass USB 
devices through to a fully virt guest.  I've heard varying reports of how 
well this works, but it is at least possible.

An option for PV guests would be to use PCI passthrough to pass through a 
whole USB controller, if you have one free.
