In UML this can be a symptom of the NTPL libs.  Try  'mv /lib/ 
/lib/tls.disabled/'.

Another thing to try is changing to this line in inittab.
0:2345:respawn:/sbin/getty 38400 ttys/0


Otherwise, maybe tty dev permissions problem.  Try udev or devfs.
