The GPL PV Beta drivers are more fast than the Citrix one... you do not need to pay to get a stable/usable Windows domU.
I have 8 windows 2008/2003 servers running in HVM Stubdomain, without GPL PV drivers or any other, just windows defaults drivers. In the past, I have several performance problems with HVM Domain but now with Xen 3.3 stubdom, my Windows domU is much, much more fast!
So I recomend you to use HVM stubdom of Xen 3.3.1 (compiled by you) with Linux 2.6.18.8-xen both from xen.org for all your Windows domUs.
My dom0 is Ubuntu 8.04.2 with Xen 3.3.1 and Linux 2.6.18.8-xen. Do not use Ubuntu Xen packages, they are ugly. You can use Debian Lenny if you want... But always is better to compile Xen. It's my opinion...

Xen and Windows is not production ready (PV drivers are still beta and in
development). However the commerical varient Citrix XenServer is production
ready.
