there's no tools/lodlin16.zip in the netboot archive. i fetched mine
from here:

http://ftp.debian.org/debian/dists/etch/main/installer-amd64/current/images/netboot/netboot.tar.gz

this archive contains the file debian-installer/amd64/initrd.gz.
