Xen does not come with a control panel. You can develop your own.

Every thing would work fine if you copy across all files using "rsync"
and making the needed configurations to work with the new ip address at
your destination. I have tested this many a time.

But I don't think openvz is easy to administer and install. Right now if
you are think about a control panel based vps you need to go with
sw-soft's virtuazzo.  But I don't think openvz or virutuazzo can perform
as fast as xen.
