You'll need to take down the whole host. You could *suspend* the domains,
though, so that they come up in their original state rather than rebooting.
Of course, some TCP connections may drop due to the downtime.

Yes. Install a new Xen (and comptabile dom0 and tools) and restart with them.

Yes, this is the plan for the forseeable future. You can't downgrade Xen and
necessarily expect domains to run, but upgrading is fine - the 3.0 (and
onwards) interfaces will continue to be supported.
