Okay, now I am getting somewhere. Yes, disabling irqbalance does the trick.

The machine is up, and now I am trying to create an HVM guest. The config file 
looks like this:

And I do "xm create" and I can see the guest firmware when I connect with VNC. 
I can hit "Tab" at the ELILO prompt and I see what I expect (corresponding to 
the ML5.2-IA64.iso). When I hit return to start the install, I see the 
following in the VNC session:

ELILO boot: linux
Uncompressing Linux... done
Loading initrd initrd.img...done
fpswa.c(line 52):boot params could not locate FPSWA driver

   I believe this particular BUG is due to irqbalanced running on an
upstream kernel.  The easy solution is to chkconfig irqbalanced off, but
we probably need to figure out if this should work on a stock upstream
2.6.18 kernel or what we're missing (that must be in RHEL5) to make this
work.  Thanks,
