Hi,
    Cset 12004 and Cset 12007 both have the problem of "4_VTI_Coexist"
failed.  When we create 4 VTI together, there may be one or two guest
failing to boot up. 
          
    The reproducing way is very simple --- just create 4 UP_VTI at the
same time, then after not more than three times, the issue will occur. 
    IA32 also has this problem. The log info of qemu is:
