In cset 10948, the tools/firmware/Makefile was changed in such a
way that ia64 would fail to build -- the installation step tried
to install an hvmloader that was of course not present on ia64.

This patch reverts that change and allows ia64 -- or any architecture
that does not use hvmloader -- to build again.
