OK, I'll admit confusion on this issue.

What is it that Xen Enterprise provides over Xen Community?

I know about the management GUI tools and such, but what other virtualization related features are there?

Folks,

We're pleased to announce the official release of Xen 3.1!

This version has the same feat of xen enterprise 3.2?

There's considerable overlap in feature sets, of course, but the two are not directly comparable. The closest freely-available match in terms of features is Xen Express, which is literally a cut down version of Xen Enterprise.
