This is a Linux problem rather than a Xen problem;  Linux is notorious for 
swapping network interfaces when disturbed. 
The solution is to manually tie eth[01] to the mac addresses you specified 
in your xm config file.  If you use RedHat, edit 
/etc/sysconfig/network-scripts/ifcfg-eth[01] and add 
HWADDR= [mac specified in xm config]
