just a shot in the dark, but maybe you could try using xm mem-set and
lowering Dom0's memory usage a bit before launching the DomU?? I know
that xen is supposed to dynamically allocate the memory as DomUs
launch, but maybe something is wrong that is preventing that from
happening?

What is the reason for this error ?

# xm create -c test-user189.cfg
Using config file "/etc/xen/test-user189.cfg".
Error: (12, 'Cannot allocate memory')

According to xentop I there is about 14GB of memory available.
It is amd64 system (running in 64bit mode). Where should I look into ?
