Are you doing an upgrade? Try stopping the shutdown monitor service and
then kill the process and see if that makes a difference.

Make sure you are using the right installer - tell me what installer and
what OS and if 32 or 64 bits if you aren't sure.

Otherwise, enable logging on the installer and send me the output.
