With `cpufreq=xen,no-hwp`, the `xen-acpi-processor` kernel module continues not 
to load. Decompiling the ACPI tables from `/sys/firmware/acpi/tables` using 
iasl and grepping for `_PCT`, `_PPC` and `_PSS` returns no results.
