From docs/process/release-technician-checklist.txt:

#    - XEN_EXTRAVERSION should be as follows
#      `.0-rc$(XEN_VENDORVERSION)'       during freeze, first rc onwards 
(including staging, before branching)
So the original version from Andrew was correct...
