I would think so. For the hypervisor, GPL-2.0 and GPL-2.0-or-later are the ones that are relevant so we would only need LICENSES/preferred/GPL-2.0 initially? I don't think we really need the "preferred" directory level. And I do think that at least in the include/public directory we have many files with MIT license.
