That patch ("[edk2-devel] [PATCH v2] OvmfPkg: use DxeTpmMeasurementLib
if and only if TPM2_ENABLE") worked fine for me as well.

However, Gary confirmed elsewhere that he had to tweak the posting
process manually, for that patch:
