There are other ways to remove platform support code without introducing 
Kconfig for all the platforms we support.
The same job could be done by replacing CONFIG_ARM_32 (resp. 
CONFIG_ARM_64) with CONFIG32_PLAT (resp. ALL64_PLAT).
For config-y, this could be replaced by config-$(CONFIG_ALL_PLAT).
