persistent-net.rules (at least the parts of it generated by
persistent-net-generator) does not change the mac addresses of nics.
It matches according to the mac address and changes their "names".

I hope the osstest-generated one is no different.  I'm not even sure
it's possible to change the mac address from a udev rule and if it is
certainly nothing near us should do it.
