According to Roger:

We are using 4.9.  4.9 does not do PVH.  4.11 does.  The tests were
previously producing a pv guest because the pvh=1 was ignored.

We normally test osstest with LTS kernels.  4.14 is the next LTS but
is not yet released.

Accordingly, I have force pushed this:

When 4.14 is out, we should set up a branch to track it and hope that
it can get to a good enough state to switch to.
