In the case of Windows, the IP helper is available to the XENVIF driver so it 
will do the xenstore writes using the XENBUS_STORE interface provided by the 
XENBUS driver.

I've not had an issue with using relative paths in Windows so I guess it's an 
implementation issue in whatever frontend OS you are using.
