Environment:

Service Arch (ia32/ia32e/IA64): ia32e
Guest Arch (ia32/ia32e/IA64): ia32e
Guest OS Type (Linux/Windows): Windows8.1, Windows2012
Change Set: Xen4.5-RC1 (git:1b068a5b485062c862c20d8ba7674faa97ee3714)
Hardware: Ivybridge-EP, Grantley-EP
Other:PF device: I350, 82576, 82599


Bug detailed description:
--------------------------
Assign multi PF devices(I350, 82576, 82599) to installing Windows8.1 guest VM
with xl tool. After guest boot up, one PF could not get IP address and shows as
"Network cable unplugged", while other two PF devices could get IP address and
available.
If only assign this unavailable PF to Windows guest VM, it worked normally.
The issue could not be duplicated with multi VF devices assigned to Windows
guest VM. 

Reproduce steps:
----------------
1. Create a HVM guest config file with multi PF devices(I350, 82576, 82599)
assigned to installing Windows8.1 guest VM
2. Using xl tool to start guest with command "xl create hvm_config_file"
3. After guest boot up, check the network device, issue occurred.

Current result:
----------------
Assign muti PF devices to windows guest, at least one PF device is not
availabel.

Expected result:
----------------
All assigned PF devices should work normally under windows guest.
