Others seem to be of different opinion.

Not sure what you mean here.

In any event I don't think we should discard an architecturally clean
option before having tried it. The Dom0-based CPUfreq handling in
x86 also had turned out a mostly dead end (and I'd be glad to see
it gone altogether from the sources).
