[Xen-devel] [PATCH] x86/NMI: allow passing just "watchdog" again

This capability got inadvertently lost in commit 3ea2ba980a ("x86/NMI:
allow processing unknown NMIs when watchdog is enabled") due to an
oversight of mine.
