I don't know how to skip a specific test step. Perhap Ian and Ian
know some magic runes to do so.

Looking at the source code, OSSTEST_HOST_REUSE sets $ho->{SharedReady},
then ts-host-install and ts-xen-build-prep exits if it's set. Perhaps
you can have a similar check for ts-xen-install.
