Once you've resolved the issue with you mirror then yes.
I see you have
DebianMirrorHost otc-mirrors.sh.intel.com/pub/mirrors
DebianMirrorHost needs to literally be the host, not with the path too.
Try:
DebianMirrorHost otc-mirrors.sh.intel.com
DebianMirrorSubpath /pub/mirrors
That needs to point to what would be the equivalent of
ftp.uk.debian.org/debian/ -- I don't know the layout of your mirror but
I'd be surprised if you didn't also need a trailing /debian on the path.
