--disable-qemu-xen would be pretty much equivalent to using
--with-system-qemu and then not actually supplying it AFAICT.

If you were to supply a patch to add the new option (and perhaps produce
a more specific error message if someone tries to start an HVM guest in
that configuration) and it wasn't too intrusive then we could do that.
