This routinely happens in Xen 4.4 RC5 with pygrub because something
writes the value "" to the tty xenstore key when using xenconsole.

I'm pretty sure this has been here for quite a while -- possibly since 4.3. I've been working around it for some time, at any rate. :-) So I think at this point we should save this for 4.4.1.
