breaks pci-passthrough on Xen.

    Add support for acpi pci hotplug using the
    new infrastructure.
    PIIX4 legacy interface is maintained as is for
    machine types 1.7 and older.

The error is not very verbose :

So it seems there is an issue with preserving the legacy interface.
