As we discussed in Edinburgh, I think that (a) we should just have HVM
mode with some special flags and (b) completing the PV cpu bringup path
would be fine.  But we agreed to let this design go in and fix those
things afterwards.   So on that basis, patches 1-4 and 8-20 are
