Xen uses the device tree to know the real number of cpus.

You should have a node cpus similar to :

cpus {
   cpu@0 {
     device_type = "cpu";
     reg = "0";
   };
   cpu@1 {
     device_type = "cpu";
     reg = "1";
   };
};
