In fact, when the GPL first came out, the internet was only available
to a select few; it might have been considered an *unreasonble*
format.  Typically how you got the source code was writing a
snail-mail letter, and being shipped a stack of floppies.  And the
requester had to pay for the floppies, the postage, and a reasonable
handling fee.
