The brcompat layer is OK for human use but not really for scripting. A person can adapt to its quirks etc. So the best way would be to use a Xen hotplug script which speaks ovs directly instead of using the brcompat layer. If you take a look through the xen-devel archives you ought to be able to find an initial attempt by Bastian Blank from a little while back which looked pretty good.
