The ienable bit is wrong for irq > 32.
I think that the problem is the usage of vgic_irq_rank with registers
that have 1 bit per interrupt.
In fact the following patch fixes the issue.

xen/arm: pass the correct bit-per-interrupt argument to vgic_irq_rank
Use 1 for registers that have 1 bit per irq.
