Re-instate HVM IRQ debug code and add keyhandler.

I found this patch useful a couple of times while trying to debug the
viridian problem.
irq_dump() was #ifdef-ed out so this patch puts it back abd registers
a handler on the 'I' key to iterate over all HVM domains and call it.
