Is it enough when I explain the change and adjust the commit message
accordingly ?

The libxl_blktap_devpath implementation merges
get_blktap2_devices() and make_blktap2_devices().

hmm... doing it vice versa is easier to do because the new code
merges to functions (see above).

First patch contains the move and the second patch contains
the merge.
