Ok, I just tested 4.0.0-rc8.

(XEN) ACPI: HPET id: 0xffffffff base: 0xfed00000
(XEN) [VT-D]dmar.c:371: Invalid ACPI DMAR entry length: 0x0
(XEN) Failed to parse ACPI DMAR.  Disabling VT-d.

No 30 second delay anymore, VT-d gets disabled immediately.

And with iommu=verbose:

(XEN) ACPI: HPET id: 0xffffffff base: 0xfed00000
(XEN) [VT-D]dmar.c:679: Host address width 36
(XEN) [VT-D]dmar.c:371: Invalid ACPI DMAR entry length: 0x0
(XEN) Failed to parse ACPI DMAR.  Disabling VT-d.

So both seem to work as expected with this broken BIOS.
