Currently, Xen only has ondemand governor, and the CPU freqquency is set automatically by xen according to the workload. The userspace governor is not available yet. so there is no such tool to set frequency manually.
 
Technically speaking, it is not hard to add userspace governor to xen, since the governor interface is well defined as linux kernel. and adding more governors to Xen is in our mind, but we are not sure if it is necessary. Inputs from community are welcome.

Thank you very much for your help! With this patch I can get the CPU PM info expediently.
And I want to set the frequency of physical CPU in the xen system, just like userspace governor in Linux proc filesystem. Is there any tools?
