The idea was it would be used by xc_domain_{save,restore} to determine
whether a PTE needs mfn->pfn->mfn conversions, since old Xen-patched Linux
kernels would incorrectly store MFNs in some ptes that did not have bit 0
(page-present) set. But that was fixed ages ago and the tools have never
taken any notice of that elfnote so it's probably redundant at this point.
