Not having a module_exit function means it can't be unloaded (without
forcing it).

{
...

         */
        if ((mod->init != NULL && mod->exit == NULL)
            || mod->unsafe) {
                forced = try_force_unload(flags);
                if (!forced) {

        }
...
}
